ABOUT F&J ENGINNERING GROUP.
F&J Engineering Group, a South Florida CEI firm established in 2010, specializes in construction engineering and inspection services for transportation infrastructure. We serve agencies, municipalities, and FDOT districts throughout the region. Our projects include highways, roads, bridges, drainage systems, and utilities in Miami-Dade, Broward, Monroe, and Palm Beach counties.
We have built trust with Broward County, FDOT Districts 4 and 6, Turnpike Enterprise, the City of Weston, the South Florida Water Management District, and various municipalities. Our clients value more than technical expertise; they appreciate our documented processes, dedicated professionals, and a commitment that extends beyond the contract.
Our Story
HOW WE GOT HERE
F&J Engineering Group was founded in 2010 by Francis R. Chin, Sr., P.E., and his son, Francis Chin Jr. The name isn't complicated: F for Francis, J for Junior. It was always a family business. The name just made it official.
Francis Sr. immigrated to South Florida from Jamaica, driven by a goal to build a better life for his family. He began in construction as a general contractor, learned the trade from the ground up, and earned his Professional Engineer license in Florida in 1984.
Over the decades that followed, he became one of the most experienced CEI professionals in the region, with work spanning FDOT, the Army Corps of Engineers, the United States Navy, and some of South Florida's most complex transportation projects.
That photo was taken more than twenty years before F&J existed. It's a reminder that this firm's foundation wasn't built in 2010. It was built over a lifetime of fieldwork, earned one project at a time.
Francis Jr. grew up watching his father work. He studied business, a BBA in Finance and MIS from Florida International University,but the field pulled him in. He joined CEI the way it should be done: through the work itself, as a Project Administrator, a Contract Support Specialist, and a Senior Inspector across FDOT Districts 4, 6, and MDX. By the time they founded F&J together, he had built his own foundation: field knowledge paired with the operational and business thinking his father never set out to develop.
In 2010, they combined what each had built separately and started something together. Francis Sr. brought more than four decades of technical depth and field credibility. Francis Jr. brought the business structure and operational mindset to build a firm around it. The result was a company named after their relationship and built to reflect it.

What We Believe
Process is how we protect the outcome
Field conditions change. Contractors push. Schedules slip. Documentation, early engagement, and systems that don't bend under pressure hold the work together. We build process into every contract because it's not about compliance. It's about protecting what the client is counting on.
Equipped people do better work
We don't just place professionals on a job; we make sure they have everything they need to do it right. The tools, the training, the internal support. A well-resourced field professional performs differently than one who isn't, and that difference shows in the work. We invest in our teams because the return goes directly to the client.
Trust is built one project at a time
Nobody calls us for the first time because they trust us. They call us back because they do. Our longest client relationships began with a project that went well and a team that handled the hard moments the right way. That's the only path to the kind of trust we've built, and the only way to keep it.
Access doesn't scale away
As F&J grows, we protect the thing most firms lose when they get bigger: the ability for a client or employee to reach someone who actually knows their project. We are not a firm where you get handed off. Leadership is involved, questions get answered, and accountability stays personal. That's not a promise; it's how we're structured.
