Most of our work lives here. We embed experienced professionals directly with transportation agencies, FDOT districts, and municipalities across Miami-Dade, Broward, Monroe, and Palm Beach counties — becoming a trusted extension of their teams rather than an outside vendor checking off tasks.

Our scope covers the full range of what agencies need: field inspectors and senior inspectors managing day-to-day oversight, project administrators and contract support specialists keeping documentation tight, Public Information Officers handling community and stakeholder communication, and Consultant City Engineers when the assignment calls for higher-level leadership. Clients come to us for individual positions or partial configurations. We staff to what the contract actually requires.

Full CEI Teams, Start to Finish
When we serve as the prime CEI firm, we manage the contract internally. Our team is organized as a proper CEI operation: led by an experienced SPE and supported by PAs, CSSs, Senior Inspectors, field inspectors, and Public Information Officers who keep the community and stakeholders informed throughout the project. Every role coordinates from the initial pre-construction meeting through final acceptance and closeout.

We get involved before the first shovel hits the ground. That means coordinating with the Engineer of Record, collecting and reviewing pre-construction submittals from the contractor, analyzing schedules, and working through contractual changes, all before construction begins. By the time work starts in the field, our team already knows the project inside and out.

For federally funded projects, our Records Compliance Specialists handle the documentation required by federal agencies, ensuring nothing gets lost between the field and the file.

We have hands-on experience with projects ranging from local roadway improvements to major FDOT corridor work. The scale changes; the standard doesn't.

Niche Expertise, Built in-House
Certain tasks demand specialized expertise. Bridge, landscape, and environmental inspections each follow unique standards, documentation, and conditions, leaving little room for error. In addition to inspection services, F&J offers in-house capabilities that most CEI firms outsource. Our scheduling specialist collaborates with project teams to review schedules, detect conflicts, and ensure contractors meet deadlines. Our survey team manages field surveys, while our drone team provides aerial documentation and inspections, transforming how progress is tracked, difficult structures are accessed, and condition reports are made. These services can operate independently or be integrated into a larger CEI team, based on contract specifics.​
